There does not seem to be a fix for this yet.

I had the same problem. But then I ran the executable directly from the directory. It loaded. And now it continue to load. I guess the program is loading assets in the background from the internet the first time you run it.

the way i fixed it WAS to disable windows firewall to get direct access to their unsecured servers

Been stuck at 0% loading for a while and came here to see if there was some kind of workaround. It looks like maybe?

I opened the local directory and ran the executable as an administrator. That seemed to fix it.

Well due to this comment I had Norton 360 scan it. It didn't find any malware before nor after I ran the program.

Spyware maybe like recording user usage patterns kind of spyware not record other user data kind of spyware. That is normal for steam programs so Norton allows it. I had to go to my security history list and clear it to have the program run. After running it once the 2 entries are for are the Microsoft gaming service file that i am pretty sure is due to me turning it off in the boot up services. There are 2 as it retries to get to the internet every 4 minutes. Probably a windows 10 thing with me turning off a service Microsoft wants turned on.

Anyone was able to run it? I have tried everything: reinstall, run as admin, disable DLCs etc. but it continues stuck in "loading 0%". :-(

From what I could tell for mine it is a firewall issue. You have to open a port for the application or just turn off the firewall. I suggest opening a port and allow through TCP/UDP to unsecured connections for the program for both to and from the network.
