Anyone know the difference between Pallets and tall shelves?

I think pallets hold more boxes. Will need to check it but my last save has my workers in a bugged loop of picking up boxes and setting them down.

Regular shelf = 6 boxes
Tall shelf = 8 boxes
Pallets = 12 boxes
