Employees not moving product to Garages

My shelves are just completely full and my workers are looking for work, yet they still don't want to move the product to the moped garages

I have the same problem it must be a bug. I have about 70 garden beds but my staff just walk around looking for work even though all my drying racks are full and a lot of my beds are done.

I think its a known bug. People have reported it in the bug discussion under: Drying racks not being emptied infinite work search AI

Actually also check your room rules. I reloaded an older save and tried to replicate the bug but realised that the room wasn't allowed anymore after I had modified it.
