Good morning,
I downloaded this figure, but I don't understand how to color it, create hair, dress etc...

You have to manually do that yourself, Bakin don't do stuff like that.
You have to use some pixel art tool and add them in yourself manually unless you can find pieces that can overlay it somewhere online.
