customize models import into the Rpg developer bakin
mirror parts of the models, UV flip of the normals in other engine is correct. exp toolbag 4.0 ever in maya, but in your engine half of the normals is flip, Y channel IS flip.and another half is correct why cos this?

I bake the normals in Substance 3D Painter, and it show correct

Did you follow their instructions about exporting the tangents adequately too?
