A top-down shooter that looks 2D
I am currently considering purchasing this tool, but after searching I could not find any games made in the style I wanted, so I am asking.

Can this tool be used to create a 2D (or what appears to be) top-down action game? Specifically, a gun-based shooting game. It does not use gimmicks such as moving floors.

I know that maps are constructed in 3D, but I heard that you can put 2D materials on billboards and place them on the map.Would it be possible to use this technology to make the map look 2D, and would it be possible to set character movement restrictions to match the 2D material?

YES! make the game and maps in 3D and then lock the camera in place looking down. You can make old-school games also in this manner, like Zelda 1 (NES) type 2D top-down view games, it's just all about the camera. There's also an option when you start a new project in Bakin to make 2D platform style games too.

It's possible but, it's not easy and you would find a much easier time using something like Godot or Unity as there are plenty of tutorials that teach you step by step on how to create the game. Bakin is a lot of fumbling in the dark and by no means a good alternative to other engines for games like that. The current collision and hitbox generation system is horribly jank and bullets don't work as intended since the software has launched.
