I haven't encountered this problem before. I would need to take a look at the game logs to see if there is any information there.
If you are on Windows the log files are located at Documents\My Games\MiniGolf Maker\Logs.
If you are on Linux the logs are located at .local/share/games/MiniGolf Maker/Logs.
You can send these logs to support@roadturtlegames.com.

I sent it to you
I am not actually seeing any errors, though. I suppose we can look at the game's install folder to make sure the images are actually there.
The files for the official courses are at <your steam games directory>\steamapps\common\MiniGolf Maker\MiniGolf Maker_Data\StreamingAssets\Courses. You should see 7 folders here, one for each course. You can look inside each folder and there should be 19 images, 1 for the course banner and 18 for the holes.

I have made some unrelated changes as part of the next update that could cause the issue to fix itself, although I would not put too much hope in that. I can also add some additional logging in the image loading to see if there is something I missed.
Sorry I don't have any answers for you right now, but I'll be happy to follow up with this after the February update is released. Of course if I have any more ideas I will let you know.
