Laws of War does not add a new map but it gives you a completely new campaign from a totally different point of view.
The other ones - like Marksmen, Helicopter, Tanks, Karts etc - add new weapons and/or vehicles.
Or are you also talking about the Creator DLC things?
So I dont really get whats "boring and bland" with the DLCs?
You don't know the gaming market at all. The weakest DLC in my opinion was the karts.

I did feel that some content was stuff that should have been in from the start, when you compare A2 vehicle roster to A3 it felt a little light. Cant lie that did rub me the wrong way at the stat, but Tanoa and Livonia were awesome so I let them off for the vehicles lol
Like someone else said karts was a bit of a weak DLC, but if I remember it was for charity so again they get a pass there from me.
I think if your into the editor then a little means a lot in terms of DLC. Like Tanoa isnt just some vehicles and a campaign, its endless options in this new tropical terrain for mass invasion scenarios, CTI scenarios, so many sector control locations to use... the list goes on and on :)
Altis game play can get boring because it's so open, but the 'Nams and Tanoa(Fiji) from OldMan and Chernaurus(Poland) from something else maybe Contact are great maps. The DLC missions are a bit boring I agree but there is a lot you haven't seen yet..
What do you mean that the campaign for Spearhead 1944 is unplayable?
