You need to use Publisher from the arma 3 tools.

This thearad is old but for all that dont understand this u must install ArmA 3 Tools under Libary -> Toold -> ArmA 3 Tools and when u launch it u have a loot of things u can start user Publisher

i gut a map and used x-cam to add some towns now i want to upload it, every time i try it goes as a scenario not a map i am using the publisher tool. is there a video to go from x-cam to steam?
