Arma3 depends mostly on raw CPU MHz (not cores, 2, 4, 8 or 16 means little, what matters is GHz) and Ram.

Your Graphics card will mean little difference. 16Gig ram sounds fine, but whether the Ryzen5 has enough oumph is something someone else should probably answer.
