If you don't want your card cooking you can try setting and FPS limit or messing with undervolting if you feel comfortable with that. You can also try messing with some of the graphics settings to get a better performance with minimal visual loss.
This is on a 7900 XTX and a 5900X at 4.6 Ghz on all cores...
So I think it does need a bit of optimisation...

i have a RX 6600 FPS limit at 65, 1080p no other programs running on the side, card at 95-100% load, CPU 50-60% load
You can also look at adjusting GPU intensive settings that will be making your card work a lot harder for not much graphical gain.
- CPU type.
- Game settings.
- Monitor resolution.
You need to list all 3 in order to get a better understanding of what might be happening.
Im running at 7% cpu and 61% gpu (thats about 50c on cpu and 55c on gpu, which only goes up a max of 10c at 100% usage on gpu) at 5k 2k ultrawide res with everything maxed out and 70 fps cap on a modern 2 1/2 year old system...if your system is struggling thats when you turn things down...people with bigger hardware specs should not be penalized with low graphics fidelity because people cant understand to turn the graphics down to match their hardwares capabilities.
