In the city and during races the GPU load is about 60%. It's OK, but in tuning shop the GPU load is 90%.
In Car dealership, GPU load is 60%. The GPU load is too high in tuning shop.

Try this :
Steam Client (application), click on Steam, then Properties:
"Download" tab, scroll down and uncheck:
- Allow Vulkan shader processing in the background.
Then uncheck:
- Enable shader caching.
This can resolve many system stability issues related to GPU / SSD usage.

if you've 16 Gb RAM and 8Gb GPU * :

if you've 32 Gb RAM and more of 8Gb GPU * :
you do multiplier 1024 x count of Gb VRAM, because 1Gb = 1024Mb less 1Gb to keep max performances,
So for example if you've GPU with 16 Gb = 1024 x 15 = 15360 = so you do type this :
-maxMem=20480 -maxVram=15360
Same for ram, but normally 20Gb RAM is sufficient, keep always minimum 8/10Gb for operating system.

So i tried everything you said and i launched it and it kept restarting as soon as i hit go to the city and i dont know why, the only time i got to play 1 or 2 minutes was when i put it in windowed mode and set the window to 1600x900 but it still restarted my computer after that, and changing those setting in the nvidia panel didnt help at all with the game

I always prefer to ask people because in some cases, the power isn't adapted to the configuration or what the user thinks they can use. Because in the "collective" mindset of people, having an 850W power supply, for example, means being able to power a machine requiring 850W continuous current, except that in reality, this isn't true.
Bronze, silver, gold, platinum, and titanium certifications allow us to indicate optimal maximum efficiency based on the rating, but we can never use the maximum "nominal" power of the power supplies as they are.
Overall, Bronze and Silver (with a 2% difference) have a maximum efficiency of 82-85% at 100% load, so at 850W nominal, we get about 697W (0.82 x 850). So if we have a system load peak and the system requires, for example, 700W, including the CPU, GPU, SSD and HDD storage, accessories (fans, water-cooling pumps, etc.), motherboard, etc., used simultaneously at 100% for a limited time, we will face a potential risk of power supply underpower, which will cause the PC to restart.
For Gold efficiency, we will be between 85 and 87% efficiency at 100% load (depending on the manufacturer).
For Platinum and Titanium, we will be at 91% efficiency at 100% load.
This is a detail that many are unaware of and which unfortunately sometimes causes a lot of damage (financial or hardware).

To return to your configuration, your game seems to be on an HDD, but it is recommended to play on an SSD (the game must be on an SSD). But I don't think this is the problem that's causing your PC to restart. At worst, if it were due to a slow HDD, you could experience a game crash because the program would take too long to load, for example.
If necessary, look in the game files and look for Easy Anti Cheat (executable), right-click on it, and in the administrator rules, allow this program to run with administrator privileges, apply, and confirm.
