Underground
How do I make an underground on a map.
I had an idea of leaving the first floor for the underrground and then the second would be street level, does that work or is there a better way?

That is the only way. If you've already made the street level on the lowest layer, press "c" to copy the entire floor and shift it up (Paste with v). Remember to copy the highest layer first.

Other useful shortcuts are:
[ to undo
] to redo
F to fill an area.

Thanks,
however I have been using c to copy before and it copied only 1 block and everything in/on it not the whole floor. There is a duplicate option in the menu.

If you hold c you can copy a rectangular area.
