The developer explained that streaming maps would be too expensive in terms of hosting.
But forcing all players to download 28GB of maps when most only use a tiny fraction of them isn't a good solution and is a restraint to purchasing the game.
A good solution is to take inspiration from other larges games (e.g., Xplane 11), where the map is divided into continents and each continent is a free DLC.
It costs the developer nothing because it's hosted on Steam. (This make the core game tiny)
It allows players to download only the parts of the map that interest them.
