And for a mere comparison instance, Horizon Forbidden West: Complete Edition (HFW:CE) was and still is on discount today. And how did I 'amazingly' found about that? I simply have it upon my "Wishlist".

I wasn't being mean. I was merely pointing out the facts of the currently available tools to us and bringing that up for reflection since saw it asked in several other Steam's different games forums sections and in plenty of those other situations those others simply seem to overlook/underestimate what's already there for their usage.
And just as a clearing out fact, I still can't be a mind reader to know that you were visually impared. And even after consulting the Steam's definitions I saw that you're fully entitled to start a thread complaining about not having sound warnings when those discounts sales occur.
Although I'm simply leave it here as food for thought. But know that if you start such a thread upon the general Steam's forums sections I'd be more than happy to also vote for that feature to be implemented asap.
I'm guessing you would also like to know beforehand how much the discount will be? Unfortunately for you, no one has access to that kind of information. The best the Steam database can do is a countdown till the next sale, but whether Guerrilla Games will participate or not, remains to be seen.
So I'm guessing you didn't try to google "Steam video games price history" or otherwise you would've discovered the Steam database on the first result.
And since you're a Steam user asking about a video game you apparently intend to buy at some point, you being visually impaired wouldn't even have crossed my mind.

and steam still shows this game as full price for the remaster
