Thats wierd... The play time steam shows you is detected by steam, I can not influence that. (the 23min).

The achievements is based on actual in game time detected by the the game.

You can try to click your avatar in the corner, while you are in the menu, that will open a small "hidden" menu, where you can see the time the game has registered you have been in-game. :P
