any time when you play the sandbox mode, after a 100 turn or some the AI province almost always reduce in vitality and then lower the tax and army it can support, and the AI slowly moving in to a death spiral. when i got to shanghai it was reduced to like less than 200 tax income.

Maybe the AI need some economic cheat to stay in the late game.
