The Ja Lama is portrayed as a Mongol Hero, but because he was born in Russia he cannot recruit mongol banners. I suggest adding another province origin called Siberia or Buyratia or Tuvan etc to reflect ethnic Siberians which had much more in common with the Mongols than they did with ethnic russians. This Siberian group could then recruit mongol banners.
