Why Zhejiang and Shanxi can disband their troops, but others cannot
Is it designed to be so?

yes, most warriors would not disband a troop.
The army is the source of prestige and power for a warlord.
Only some federalist factions ca do it before 1929.

And after Feng Yuxiang has joint Zhejiang, the former leader Lu Yongxiang is not regarded as leader anymore and loses loyalty every turn.
Similar case appear as Xu Shichang joint Duan Qirui in 1925 scenario. Is there any mechanism deciding the faction leader?

Yes, but it is only used for inernal algo calculations
