Probable Bug: Running Dog status

After offering food supply to HongKong and gaining British weapons in 1926-1927, my character get the title "Running Dog of Briton" as well as "Running Dog of French" and "Running Dog of Japanese" . That's pretty weird because I'm sure relations with the other powers have been clearly damaged. Is it a bug?
Btw why would a unit take stock of weapons after conscription when there are many spare guns?

"why would a unit take stock of weapons after conscription when there are many spare guns?" I am not sure of the meaning, but when you recruit people in your armies, they take a gun directly from your faction's stock.

About the running dog thing: I can't tell just by your message.
I would need a save file and a lits of steps to reproduce the bug.
