1. Yes, replicating custom methods on the client will require the client to have the mod installed to be able to fulfill them.
2. If you've meant custom settings, it is currently not possible.
Thank you for this information! I can’t wait for see other players mods and create my own! I hope this system come for us like you guys want to give.
Edit: My goal was to create a "Universal" mod called "MicroWorks +," where the game would become almost entirely customizable, with new types of tutorials and systems, emotes, new microgames, new special rounds, new supreme stages, and even a new avatar editor, among other features, to enhance the gaming experience until you either incorporate them or serve as a testing ground for system experiments. The only issue was the game communicating with someone who doesn't have the mod, and, as you mentioned, creating new options isn't possible. This mod idea might seem a bit silly and "childish," and I'd probably try and then give up later :/ Nevertheless, I'll still create some mods for new supreme stages, just to contribute.
