TIB offers easier access to certain files that the game uses when generating characters; campaigns created in TIB are generated with their own xml files with classes and character attributes, which you can use to mod the characteristics of different classes and proc gen characters, respectively.
The default values for certain things are different in TIB as well (for instance, pretty much every class in the game has -1 speed relative to TTL so they work better with smaller maps). This can be easily changed using Classes.xml, of course. :)
Absolutely! Everything in the main game is created using the same exact tools available to players via the editing suite.
When you create a new campaign in the campaign creator, it generates a folder in Documents > My Games > Together in Battle > Custom Campaigns. Your campaign's folder will have about 6 xml files sitting in it, including one called Classes.xml.
You can open Classes.xml with pretty much any text editor (I recommend using Notepad++, myself) and edit the values it contains to alter the classes available in your campaign.
