Gale with Gusto
I got this event and a fellow gave me a book with this skill - i have given it to my Sentinel and used it on him but he has got no new skill.

Not a bug! Certain books like "Gust with Gusto" don't teach a skill; they make a character better at using the skill. You'll want to either give it to someone who has that skill already (i.e. a Kineticist or certain spriggats or spirits), or--if it makes sense--reclass someone to a class that can take advantage of it.
