End game with Strong Enemies and no exp from weak enemies

Is it fair?
I've never played DQ but have a lot of experience in jrpg. I want to complete the game 100% and I heard that the game without additional difficultie options is very easy, is that true?

You can always disable Draconian Quests later if you find it too hard. I wrote a little about the individual Draconian Quests in another thread if you want to take a look.
TL;DR is that the base game is trivial and that what you're suggesting would not be considered overly difficult by most.

I did the challenge 2 times, and it is fair in a sense. Grinding to 99 is stupid with no exp, so turn it off when you are grinding max level for the super bosses. (one of them with stronger monster is hell and I haven't been able to beat him yet.
