Really bad blur effect

I disabled motion blur but there is this ugly blur effect, particularly on NPCs when your further away from them. Anyway to get rid of this?

Because I modded the game with the lighting improvement mod, I used the required .ini file that this mod needs and on it I disabled all that stuff.
