It doesn't matter if I only have my keyboard, controller, or backup keyboard plugged in, but all menus behave as if I'm holding on the UP arrow/button, and I'm not having this issue with any other game or program so it's not a hardware issue.

I opened the level editor by accident when trying to quit, but even it keeps scrolling to the top left corner.
