"Thulium Sensor Array" can`t be build (Bug?)

The "Thulium Sensor Array" is in the "Anomaly Detection" (Sensor Power +64).
I have researched this tech, but can't build that module.

Also it seems odd that the "Sector Scanner" (only +16 Sensor Power) is 2 levels deeper in the tech tree.

is this a bug?

It usually shows up as a build in a starbase. Is that where it's bugged for you?

Yes, it did not show up there, only the "Perimeter Scanners".

If i remember correctly the Thulium sensor is the last in line to be built. There should be 2 other sensors that need to be built first. Sounds like the tech is somehow reversed.
