In GC IV there is the research item "Orbital Mining".
It states that you can deploy orbital mining of rare minerals that are on the planet surface.
I have one planet that is providing Hyper Silicates. When I look at the planet the orbital upgrades includes an orbital improvement called a Mining Hub. But when looking at it and later after installing it, all I get is +15% minerals NOT an improvement to my mining of Hyper Silicates.
Furthermore, no amount of research in orbit or on the planet, there is no way that I am able to perform an orbital mining of the Hyper Silicates or any other rare mineral that I have on my planets.
