In comparison, mine is 230k.
Based on the Timeline, there is a sharp increase in culture gain that hit a plateau in about 25 turns. This appears to be due to Stellar Nexus bonuses being double-counted.
In their culture tooltip, I see a "(2)" beside every Stellar Nexus they have.
Alternatively, for your next game, you could use a mod that disable culture flipping of planets if it's something that really bothers you!

And there is no way for them to get to 2 million+ culture in less than 30 turns even if they filled a gigantic map with megastructures...
Or some other influence enhancer such as a the trait that enhances?
