why does it show that every single member of staff at my main depot are all "having something to drink" when there are major queues in my service centre, buses not leaving depot, not being repaired... this is 500+ staff all at the same time. yet it shows everyone just froze and not moving except maybe 3 or 4 people walking around.

Sounds like you have too few Fridges/Vending Machines in your Kitchens. If there are too few, staff will queue for the existing ones, waiting until one becomes free. The same sometimes happens with toilets.

the thing is i have a room full of fridges but there are nobody using or lining up to use them.. toilets are the same... empty

Fridges are to eat. Are there drink vending machines too?

I put vending machines all around my building, as well as lots of little kitchens and little bathrooms so that there are multiple locations where staff can go. This tends to help avoid this issue.

Note that if you change it now, it may not help your current queue but once cleared it shouldn't return.

Try sacking the character at the front of the queue. He will then go home and the others behind him might start to behave properly.

they are not in a queue it's only when you click on staff like service centre or cleaners it says that they have gone for a drink or resting
