You can just download a bus you like and change the capacity in the file.

No you cant change the buses in the game which is why you need to download a bus. Then go to the Steam folder then workshop then content folder. In the content folder you will find a folder with numbers click on folder and then you will find the folder with the bus mod in it. I forgot what file it was but open any of them with notepad and look for capacity then change to what you want and then save.
