If you want a quick first step to try, toggle on the "higher process priority" setting in the Animaze settings. And toggle off "Game Mode" on your Windows PC, if it is on. That's a mode that tells Windows to favor the game in the foreground at the expense of everything else.
It sounds like you are running on the default Windows assumption, that says it is okay to severely throttle down the FPS of background apps (the OS is assuming that since they are in the background, you probably don't care about their framerate), so it can put all resources on the game in the foreground when you are playing a game.
You need to change those instructions and let the Windows OS know that Animaze has a valid reason for wanting to maintain a good FPS, even if it is being run in the background, so it should be higher on the priority list when resources are being allocated.
