Recruiting Azelstan
So first off, I've fought that battle in Port Omish early in chapter 4.

Now, I'm finished with Barnicia and haven't gone to any battle towards Heim. I went to read all Talks section of Warren Report, fought a battle in Qadriga, read about Dread Pirate, went inside the Pirate Graveyard and went out, and there's nothing, no cutscene or anything at all in Port Omish.

Is this bugged or what?

I don't think you need to fight a battle in Qadriga for him if I recall, but there is a scene there that you need to view (cutscene involves someone leaving flowers). A required visit between some of the story battles. May need to see a Warren Report entry after entering and leaving the Pirate's Graveyard.

You need to go to Pirate Graveyard (you can leave immediately) then go back to Qadriga (after the Barnicia stuff), after seeing the next Port Omish cutscene, and see the Flower cutscene there then you fight the second Port battle at Omish again. After that you must go to Floor 3 of the Pirate Graveyard.

Bring a Dragoon or two.

Thing is, there is no Port Omish cutscene...

1. Read "Port Omish Den of Thieves" before going to Mt. Hedon
2. Go to Port Omish for a cutscene and save Azelstan (before you go to Mt. Hedon)
3. Progress story: Rescue Abuna Mreuva from Sherri
4. Read "The Pirate's Graveyard" Talk topic then enter it (no need to fight).
5. Read "The Dread Pirate" Talk topic. Leave The Pirate's Graveyard AND go back to Port Omish FROM Golyat to trigger the cutscene.
6. Go to Qadriga Fortress for another cutscene with flowers at the dock.
7. Progress story: Beat Lanselot and go through your cutscene with Catiua
8. Go to Port Omish for another battle to save Azelstan (before you go to Heim Castle)
9. Head to Pirate's Graveyard and fight your way to the Crystal Halls.
10. There will be a cutscene after the battle. Pick "More than enough." to recruit him.

The timing for all of the steps is very strict.

To answer your question: going to Mt. Hedon before doing steps 1 and 2 makes the questline unavailable until you finish the game and "jump back in time".

Hi there! Well, I was pretty much going all over the places so I might be lost (first time playing TO ever). Everything up until 5 is fine, I've got the topic and all. Howver, the Qadriga Fortress flower cutscene did not proc so far. It's very likely I have broken the quest, but when I went to Qadriga there was this Leon guy there and that was all. There are 2 possibilities:

1- I didn't go from Golyat to Omish and this cutscene didn't happen (just passed through the Port after "ejecting" from the Graveyard to Qadriga)

2- I have to clear all the fortress in order to proc the flower cutscene in Qadriga

I'll try #2 to see if it fixes the quest.

Leon was probably there because you were doing the fortresses under siege sidequest already. The timing is very very very strict. Even if you read the talk topics, that doesn't mean you are reading them at the right moment to trigger the cutscene. If anyone follows the exact steps I listed out at the right timings mentioned (before and after etc), the cutscenes are guaranteed. Azelstan is usually better recruited after finishing the game because it's easy to miss the timing to do the steps due to the many battles and possible quests in the chapter that can happen seemingly at the same time. Without looking ahead before doing anything at the start of chapter 4, it's almost impossible to know when to stop to perform the necessary steps.

Basically, if you have the fortresses, you probably already missed it. Just wait until after clearing chapter 4 if that's the case. As mentioned above, once you reach a certain point, it becomes unavailable til the game is done.

I cleared Leon from Qadriga and was then able to get the flower cutscene. I did clear Qadriga prior to rescuing Caitua, but I got the flower cutscene after saving her at Barmicia (and prior to going to Heim).
