How does Multiplayer work on NG+?

I’ve been getting into a NG+ save with custom rules, and it never occurred to me, how does multiplayer work in NG+? Can randoms join you or you join randoms? Does the game follow the rules of the host? Or is it invite only? Or is there multiplayer at all?

I enjoy NG+ so far but I had this occur to me, I did enjoy joining people’s games in the past but I am wondering what happens if I do multiplayer with a NG+ save, and who’s rules are followed and stuff.

The rules are according to the host's rules.

I think maybe the only exception is that, even if you have a cost for recovering a vehicle back to the garage, it won't prevent other players joining your game from getting free recovery when they leave the game, as per normal.
