As well as the steps that you mention, running our older titles in compatibility mode has been known to fix a myriad of issues (including the game not launching) when playing older games on a newer system too.

If anyone else runs into this issue, in addition to Bacon's fantastic guide on this, we're often able to help troubleshoot further with the help of some system files[ubi.li] - a DxDiag.txt and an MsInfo.txt. The article I've linked there will show you how to find each of them.
Once you have those files, you can reach out to us via our support website[support.ubisoft.com], or via Facebook PM[ubi.li] or Twitter DM[ubi.li], to send them across, and we'll be able to use them to investigate why the game's not starting up.
