I just got that today. Probably Reset your Scramble?

same issue here u got it in the meantime? mine is stuck at 3,2M but got the 5 mil around 3 times

scratch that, just tried now and with 6.2m at the end i still did not get the achievement, my max score still saying 1.9m

Same bug :/

The same glitch. I played it with a friend in co-op. He got the achievement, but I didn't. I have no desire to play it again.

Nop :/

My friend and I were playing in my lobby, he got the achievement, but I didn't. We decided to try something else. My friend created a lobby, I joined him, we got 5 million, I got the achievement. That's how I was able to defeat this bug.

Sadly it seems that there's some game/server issues going on right now as every 2nd game one of us gets stuck in a black loading screen, thus having to cancel the scramble and start over
Hoping it's going to be fixed soon if they're aware of it

There's some software called Steam Achievements Manager that lets you manually unlock achievements for any game you own. If you truly achieved the score then I think you should have no qualms about manually unlocking it for yourself. I hesitate to encourage this, but considering that you've been trying to fix this for about 9 months without luck, I think it's a legitimate situation to use that kind of software.
