Multiple government types (including a democratic government form) are definitely going to be a thing, though perhaps not at early access start.

An actual politics system is a big maybe. It's an extremely complex topic that is very hard to properly represent with (meaningful) gameplay mechanics. If it will be a thing, at earliest for the full release.
