Report a translation problem
When the game is running, right-click on the game icon in the taskbar, then right-click again on the game icon and select Properties.
Go to the Compatibility tab. Under Settings, select 'Change High DPI Settings'. Under Program DPI, tick the box at the top that says 'Use this setting to fix scaling problems for this program instead of one in settings'. Under that, select the drop down box and select 'I open this program' to use the program DPI rather than your native Windows DPI setting. This made it fullscreen for me.
It's been 3 years and this VERY MINOR BUG hasn't been fixed. Last update was 2 years ago!
