Firestorm specifically has usages in Burn teams because Burn applies the *total* Burn stacks as immediate damage each time Burn is applied. So for example, if I have 50 Burn on an enemy, and I apply 3 Burn 4 times, you get a 53 + 56 + 59 + 62 damage nuke.
Basically, it's worthless if you don't have Burn on the enemy already, but can turn any Burn setup (like Red symbol teams) into immediate nukes.
The trick to it is to have a fireball and red symbol at level 2 or 3. FIreball first to boost the stack count, and while it's on CD, firestorm to trigger the damage numerous times. This is actually a really viable strategy on Zeola as she can cast spells twice (so 2 fireballs, 2 firestorms, or a fireball -> firestorm). Plus she has Flame Emperor to put burn 16 (bronze) up to burn 64 (gold) on all enemies and dragon which burns enemies 3 times (so 3 triggers).
Shock is really good, especially with rainbow blade, but burn stacks a lot faster and triggers itself every turn on top of on every burn application. Just depends on what build you pull off.
