The Wort Plate Chiller has the same issue, sadly. Only the Immersion Coil works right for me. A shame, but better than nothing.
Must be a bug.
You can confirm it for yourself. Hook up your boiled wort to an Advanced Counter-Flow Chiller or Advanced Wort Plate Chiller, look at the boiling pot and enable X-Ray Mode ('G'). You'll see the IBU disappearing into the winds.
However, "almost" no IBU sounds strange. So there could be another cause. When I chill the wort to the indicated temperature (20°C), all bitterness is usually long gone.
Particularly noticeable as this problem prevents cooling when using the Brew Kettle, as the Immersion Coil is not suitable for it. :C
