It would already have the blue "early access" panel on the store page if it was going to be, even prior to release. Just check any upcoming early access release and you'll see.

Based on that, it should be full release.

that really isnt the case. With one other game, Iron Oath, I asked during next fest if they planned on EA or full release in upcoming months. The day they announced their release into EA was the day they had the EA tag applied on their steam page.

Games need to go through a steam verification process to get the Early Access tag on their game, since it's a whole other category that allows you essentially two releases and two chances to appear on the front page of either the EA and then the Main Store.
Sometimes I've witnessed first hand that devs got the EA tag after the release. Basically got their day in the sun and then again when they went out of Early Access.

Also interesting, under "Upcoming Releases" on the Early Access section, there is no mention of this game.

We will find out in 9 hours I guess.
