Messed beginning up

I started a new game but nothing changed so I looked up a guide and deleted the save file but now at the computer it called me a cheater for deleting the save file, it thought I already did the game and restart it. Now I have no idea what it was supposed to say. Anyone able to tell me if that's normal or what I missed?

happened to me too, go to steam propreties oneshot, go to launch options and put -debug open regular oneshot and interact with spinning niko, there you will go to almost the ending of the game, close the game at the big X and just finish it real quick, then try again to do the mod!
