Is the Wheel Puzzle in the Mill Bugged? Or am I just not Getting It?
This is in Axis Mundi.

I've connected all the wheels, but when I connect up the last pair of wheels, the whole mechanism stops. I can't see why, and so i tried every configuration of positions I could think of in an attempt to brute force it, but nothing's working.

I moved that pair of wheels first, could that have broken the puzzle somehow?
