As far as I understand, it's both. It's set in the same world and there are some tie-ins.

I think there are a couple of reasons it's not called "Dread X Collection 4":

1) It's only got 7 games, so fewer than previous entries.
2) These are all shooters, rather than a random mix of genres.

It's still a great collection if you enjoy shooters, but I wouldn't necessarily consider it a main series entry.
