No RuRu is not meant to look like a 12 yo. She is 19.
There is no game of this kind on Steam.

That's your perception of the thing. I can only tell you the intention of the artist when he created her and insist on the fact that if she wasn't 19, the game would never be available on Steam. All arts (pictures and videos) of 18+ games are checked by Steam team before accepting a game.
