I also had this issue, try unsubsribing and resubscribing to everything?

I got the same problem as well rn after i created some new skins for myself

first make sure you play the game with all the item you subcribed then make sure you upload your skins into the game.
Close the game

Unsubscribe to all the workshop mods and all the mods will be in the game once you start it up and let me know if that worked
