Placing tank on secondary screen

It's probably something I haven't needed to do before but when I try to slide the tank to my secondary monitor(which is smaller) I can never get the resolution to stay where I set it and can't get it to stay active when I start another game on my main monitor.(windowed or not). I just want a fish tank while I'm playing other games. I also cannot get the email help to work but that will not matter if I can get the one thing I want to work. Thanks in advance to whoever can help.

Hi, not entirely sure how many different issues I can identify here. So, a few questions to clarify:
1) Does the resolution stay (on the second monitor) when not starting other games?
2) Does the resolution stay when being on the first monitor (starting and not starting other games) ?
3) Have you enabled "Run in Background" in the Settings?
4) General question: Are you sure your PC will manage to render our 3D graphics (not too little to do) and a probably another 3D game at the very same time?

Well , first when I purchased the game I read about the Run in background and when I changed the resolution to the 1920x1080 that the second monitor runs on and dragged the tank over it would run fine in windowed mode. I could then start another game(Rimworld) on the main monitor(UHD) and play it in full screen mode and everything worked, even the sound was mixed and fine. Since then not so lucky , I'll keep experimenting. It's a new Dell G5 with an Nvidia Geforce RTX 2060 Super card if that helps.

If it matters I just started the tank on the main monitor at the UHD resolution , changed it to windowed mode and dragged it over to the secondary monitor and then started Rimworld and everything works as long as the tank stays in windowed mode. Thats all I wanted it to do for now until Rimworld releases its grip on me for long enough to make new tanks. Thanks for responding and good luck.

So, do I understand correctly that it is working when running in windowed mode?

Yes , in windowed mode I can place the tank on the secondary monitor and play a full screen game on the main monitor at the same time as long as I start the tank on the main monitor and then drag it over to the secondary. Thanks for the response.
