I can reproduce this issue. Have you seen this happening before?

I am wondering if (a) Steam did some internal changes, or (b) this issues exists for quite a long time already (as there was nothing changed on our side). Is there any other player that has seen this before?

As a workaround for now: If you go to Workshop in the Aquarium screen and press refresh (end of the workshop items list), update is working again (for the current game session).
