Is it possible to restart the DLC after completing it?

Just for curiosity, why u wanna, and sadly as i know too,only ng+ option u have,and maybe if u have a backup save before start of it.

Nope, gotta have a save backed up in advance, start a new file, or go to a new NG+ cycle.
You can refight the major bosses in Battle Memories and clean up some items unrelated to NPC conversations, though.

In ng+ you get to do the dlc as soon as you reach the rusty stargazer.
