"It's hard to memorize the attack since it comes at the very end of the fight, but there's only 3 distinct attacks he does during it. A dash with a slight delay before slashing, a follow-up slash, and a triple-swing he does at the very end.
Alternatively, you can equip a heavy weapon with a high guard ratio and block pretty much the whole move since none of them are fury attacks. Hold down the button, then release and hold again to attempt a parry while maintaining your guard.
Alternatively, you can sprint away as soon as he starts lighting up since he doesn't dash that far forward until the last hits. The tracking on the attack also isn't perfect, so a good side dodge can potentially make him whiff a couple of swings.
Romeo is such a cool boss, he feels out of place. Almost like he's from a completely different game..."
The fight is not difficult but it is just annoying, the first phase can be dragging out due to how erratic his movements can be at times constantly moving in and out, randomly forcing you to run away with his AOE attack, etc. Second phase is more straightforward but it is a massive step up in how aggressive and relentless Romeo is.
My best bet in NG run is to just break Romeo's weapon before doing any serious damage to him. This is due to the fact he triggers his fire phase at certain HP thresholds so you can just guard until you break his weapon while only attacking him when you need to regain your health due to missed perfect guard. This works well in NG as long as you can reliably perfect guard some of his attacks and ideally have taken some P-Organ upgrades increased perfect guard destruction. NG+ runs are easier as you can force him into his fire phase, use Perfection grindstone and wreck him.
Just leaving a couple of tips here for his first phase:
- You should play hyper-aggressive against King's first phase, since he has at least three separate attacks that will never hit you if you're hugging him: when he does the wiggly-arm swing combo while walking forward, when he fires the guns in the air, and when he does the standing tornado. If he jumps away, always sprint towards him. (I THINK the fury attack where he jumps in the air and dropkicks you also misses if you're too close to him, but I could be wrong, fact check me.)
- The main move to watch out for is the big charge where he gets down on all fours. If he does the full charge, it's safer to just run away and then run back in after he's done. If he does the short charge, you can parry it (how P is capable of parrying air is beyond me).
- The horizontal arm sweep he does that knocks you back on parry? Dodge through that instead. You get free hits every time he does that. You also have a slightly longer attack window if you dodge through the second hit of his basic double ground punch rather than parry it.
